Why can’t we download the setting from one scanner card and upload it to a second scanner card? We use Address Editor which should make this possible.

Yes the address editor makes this possible, however, before you upload to the second card you must change the IP address in the configuration to meet the IP address of the second card. When you don’t do this you will get “Cannot connect” error.
